Bill is a Senior Counsel in the Executive Compensation Branch in the Office of the Division Counsel/Associate Chief Counsel (TEGE) at IRS in D.C., which he says is “the best job I ever had.” He has been the branch reviewer or drafting attorney on various guidance projects concerning 409A (including the proposed, final, and second proposed regulations, but you really shouldn’t hold all of that against him), 404(a)(5), and 402(b) and has successfully litigated cases in Tax Court, assisted on refund litigation, handled cases in exam and at Appeals, and authored or reviewed sundry PLRs and FSAs, most of which dealt with 83, 280G, 162(m), 421, 422 or 424 issues. He is a frequent speaker on executive compensation because he likes to travel, but is hard to get a hold of on the phone. Before joining the Office of Chief Counsel at IRS, Bill practiced tax law as a partner in law firms based in Chicago and D.C. A Virginia native, he received his B.S. (Aerospace Engineering) and J.D. Degrees from the University of Virginia where he was on the law review but didn’t publish anything. He is a member of the Virginia, D.C., and Illinois bars and the Aircraft Owners and Pilots Association. During the season, he watches a lot of ice hockey. In the offseason, he just talks about it.
